Rohit Dewan serves as President and Chief Executive Officer for Nelnet Bank. He brings two decades of proven leadership in financial services and lending as an operator, regulator, and investor.

He previously served as Senior Managing Director at OneMain Financial, where he held roles across General Management, Strategy, and Public Policy. Prior to joining OneMain, Mr. Dewan served as a Program Manager for the Consumer Financial Protection Bureau, and he spent nearly a decade in equity research and asset management focused on banking and specialty finance, before entering government service.

He earned a bachelor’s degree in economics from Johns Hopkins University and holds the Chartered Financial Analyst designation.

Julie Buchholz serves as Chief Operations Officer for Nelnet Bank, where she leads the operational risk function for both lending and deposit product and partnerships. She also oversees loan servicing, affiliate management, and the bank’s marketing function. As the bank’s Community Reinvestment Act (CRA) officer, she is responsible for compliance with the CRA program and strategic plan.

She brings decades of leadership experience from Comenity Capital Bank, GE Capital Bank, GE Healthcare, and NBC media properties. Ms. Buchholz is known for cultivating strong engagement with associates, regulators, nonprofits, and community stakeholders.

She serves on the board of trustees for Utah Community Action.

Chris Davis serves as the Chief Technology Officer for Nelnet Bank, bringing more than 30 years of experience across web development, data, nonprofits, and financial services. In his role, he guides engineering, infrastructure, and technical operations with a focus on innovation, resilience, compliance, and putting people first.

His career includes leadership roles at Nationwide Financial and The Rawlings Group, and he’s deeply experienced in software development, banking innovation, and regulatory collaboration. Davis holds a B.S. in Information Technology, an M.S. in IT Management, and an M.A. in Organizational Leadership, along with certifications in cloud, agile, and project management.

A dedicated hybrid athlete, he’s completed 12 marathons—driven by the same passion and endurance he brings to technology leadership.

Cindy Fulton-Serrano serves as Chief Financial Officer and Treasurer for Nelnet Bank. She is an accomplished finance executive with over 25 years of experience. Before joining Nelnet Bank, she served as Senior Vice President of Finance and Accounting for Cabela’s/World’s Foremost Bank.

At Nelnet Bank, Ms. Fulton-Serrano provides leadership and oversight for financial planning and reporting, capital management, asset/liability and liquidity management, interest rate risk, stress testing, allowance for loan loss reserves, funding strategy, and internal controls over financial and regulatory reporting. She also serves as the primary contact for the bank’s external auditors.

She serves on the Finance Committee of the United Way of Lincoln and Lancaster County.

Mark Kilchenstein serves as Chief Risk Officer for Nelnet Bank. He brings more than 30 years of experience in consumer lending across a broad range of products and risk profiles, with a career primarily focused on risk management and supported by senior operational leadership roles.

Kilchenstein began his career at MBNA America, where he supported credit card and unsecured personal loan portfolios. He later held executive leadership roles at Dell Financial Services, OneMain Financial, and Mercury Financial, with responsibilities spanning credit oversight and capital markets risk.

He graduated cum laude from the University of Delaware with a bachelor’s degree in finance and marketing. Dedicated to giving back, he and his wife are active in fundraising efforts for Blood Cancer United, the March of Dimes, and the American Heart Association.

David Popek serves as Chief Compliance Officer for Nelnet Bank. He leads a team of compliance professionals responsible for oversight of regulatory compliance examinations. His responsibilities include compliance advisory, complaints management, consumer protection training, monitoring and testing, risk assessments, and regulatory change management.

Popek brings more than a decade of experience leading consumer protection initiatives at banks in the Salt Lake Valley. He joined Nelnet Bank during its de novo period and played a key role in building the Bank’s Compliance Management System.

He holds the American Bankers Association’s Certified Regulatory Compliance Manager (CRCM) designation and degrees from Weber State University.

Laura Hayes has been a key leader at Nelnet Bank since its founding in November 2020, bringing more than 20 years of banking experience to her dual roles as Interim Chief Credit Officer and Deputy Chief Credit Officer. Her expertise spans performance analysis, lending portfolio governance, and people management.

Prior to joining Nelnet Bank, she spent 12 years at American Express-affiliated banks in credit operations, risk management, and finance, with earlier roles at Silver State Bank, California Bank & Trust, and National Bank of Arizona. At Nelnet Bank, Hayes has built and led credit-risk management programs across affiliates and vendors.

She also serves on committees for NeighborWorks Salt Lake and Rocky Mountain Community Reinvestment Corporation, supporting affordable housing and community investment in Utah.

A career banker, Mr. Goins has led operations at JP Morgan Chase, USAA, Ford Motor Credit Company, and Key Bank. He previously served as Nebraska’s Director of Economic Development, securing over $8 billion in investments and more than 7,000 jobs. A U.S. Marine Corps veteran, he serves on boards for Blue Cross Blue Shield of Nebraska, Inceptia, and i3 Bank. Mr. Goins is a founding independent director of Nelnet Bank, Chair of the Risk and Compliance Committee, and resides in Nebraska.
